bad dvd/cd burner

hey, got a pioneer dvr ao9xl. bought used. wont seem to power up? swapped cd drives, and other cd player works fine in either bay. but pioneer wont power up? shows up on computer, but refuses to eject or read drive. tried switching jumper and jumper configuration. thinks its bad drive? thanks, p any input appreciated
 
i would say it faulty. so u can put a disc in and it shows the label in Win Explorer, but u cant access the disc? can u even put ure own disc in it?

i can force drawer open with small pick in the hole in the front, and put a disc in, but it wont do anything with disc. computer shows the drive "f" as a pioneer dvr-a09xl, and says its working fine. but the drive doesnt do anything? like theres no power to it. i switched the dc plug with the other drive, and the other drive worked fine. just seems dead. it was supposed to work...i thought maybe i did something wrong. installed 2 others, and they worked fine. thanks for your time..
