Bad graphics card?

My friend has a gtx 470 which works until he installs the drivers for it (W7), then he can't boot into windows, it just crashes at the W7 logo. I've tried two other nvidia cards of mine, which will boot it into windows with the drivers installed and tested the psu with multimeter under load. Ive tried many different older drivers, but still can't boot with his card. What could be causing this problem, bad BGA, GDDR?

Is it worth trying a BGA and RAM reball?
no warranty.
 
use one of the others or the onboard or something to go into windows then just uninstall the drivers, then reload them on there and see what happens.
