bad PSU?

i had originally posted this in desktop computers when i realized my mistake: so heres the thread in its proper place.

recently built a computer and i had it running multiple times on 3 different days. the first 2 days i was just installing the drivers, software, etc... the third day i installed world of warcraft and played for a few hours. this morning i went to turn on the computer and nothing happened. i made sure the power button connection to the motherboard was tight and before i did that i turned off the switch on the back of the power supply. i went to turn the computer on again wondering if maybe the cables were loose and it was no big deal, but the only thing that happened was all the fans started spinning for about a second(even my blue led fan lit up) but then went out and spun out for a few seconds. i tried once again and nothing happened. the only time i get the fans to spin for a second is if i switch the power supply off for about ten seconds and then turn it back on and try to boot up. i only get the fans to spin once after doing this abut i can do it repeatedly.
thanks in advance for your help i am a bit lost right now.
by the way my psu is an Enermax Noisetaker 485 watt.

Go grab yourself a multimeter and do this test on it. Its a great test, it tests all your rail, and its just a more accurate way then to look on the chart on the psu, because you could have a bad unit.

Yes, I know its a link to another forum, but we don't have a guide here, and no I am not advertising another forum in the process, just a link provided by google.
