I have a hp pavilion 763n, I just did a reformat and went through the whole process of setting up computer name, language, and time zone and all that stuff that you in that menu when you first start xp. When I click in the finish button to finish the setup it just freezes and nothing happens. I've waited 2 hrs and still nothing happens. Ive tried doing the registration again but it keeps on freezing when im about to finish.

That wouldn't be a bad reformat but more like a bad install where something wasn't fully or even copied to the drive. You'll probably end up going through the entire install process over again to see all setup files are copied onto the drive. One option would be to delete the current primary and simply create a new one for a clean install there to see everything then goes well. XP is rather tempermental about hardware profiling and new partitions at times.

If you have a cd lens cleaner onhand run that on the drive and inspect the disk itself for any scratches or spots/smudge marks from hanfling. That will cause problems when compressed setup files can't be read properly. Any dust buildup or film on the lens in the optical drive itself will also hamper reading files correctly. But like with any other software installer you often have to repeat the process over again fully if something hangs on you.
