thats probably cuz of the ads on that page cuz is about alcohol.

i visited some other sites where i get similar message but is not a certificate thing is more like the site is banned from the phishing blocker.

No it's not. It's an image that tlarkin posted. It is, as I quite rightly said, hosted on www.b-21.com (an alcohol site)
