Bandwidth allocation for home pc network

Hi, I don't know much about computers and need help with a problem I am having. I have a room mate that loves to download multiple porn movies at once and all day long. It eats all the bandwidth and I can't get on to do my work or play my games. He's a selfish ass and there isn't much reasoning with him.
I was wondering if there is a way that I can limit his amount of bandwidth. Maybe a program or a certain router that I can use. Right now he is coming off my Linksys router model number WRT54G. Thank you for your help!

theres actually a fun little tool that linksys has its called network magic if you get it you can find out how much hes online and if you go to the online utility for your router which should be 192.168.1.1 and it will pop up to a log in screen its the password you have for your router if you dont have one it is admin

ill post up how to do it but you can block him from using the internet either certain times or by just kicking him off when you want lol

when i was in college we had to provide our own internet so i charged kids around my dorm for using my "equipment" and network ( had a network printer) and when they didnt pay i used this to show them whose boss give me a min and ill post a couple pics
 
all right lets get you started follow the numbers and youll find his mac adress as long as you can figure out which computer is his

 
ok now this one you have to have his mac address just paste it in #5 click save it will go to a black screen for a sec then click ok and hes gone!!!
