Bang for the buck upgrade: CPU and GPU

I built my machine for video editing. I am dealing with 4K video in H.264 codec. Many talks about H.265 but I don't see myself doing that in the near future soon.

My current machine is running Ryzen 7 3800x/GTX 1060 6gb. And the PSU is a 600 watt EVGA.

It seems a 9-5900x vs 9-5950x, and a RTX 3060ti vs RTX 3080ti would get me more bang of the bucks. I would like to hear some comments on this choice, particularly the impact on my video editing (Premiere Pro CC).

I will be adding a Noctua L12 cooler for the CPU.

The 3060ti seems to use about 80 watts more than my current 1060, but my PSU seems to be sufficiently ample for that.
 
Give it a couple weeks for new CPUs and GPUs to drop.

Alternatively since ETH went to proof of stake and BTC is in the toilet there's a flood of second hand cards on the market, driving down prices.

I know that there is a melt down on the crypto mining business. But, how would the crypto mining affect what I want?

Does crypto mining machine use any GPU? And would they be using some a lot more powerful CPU like the Threadripper?

In short, crypto mining uses GPUs because they are much more efficient at the kind of calculations needed for mining compared to a regular CPU.

As a result they completely turned the GPU market upside down with everyone trying to buy GPUs to mine with, and stacked with COVID, the market has been in shambles for a few years now. It's recovering now, but yeah mining really screwed it up.
 
Yes, it's certainly getting more available and price had come down substantially from the peak.
I have zoomed in to the RTX 3060ti and I am seeing US$399 now. I am holding out for Black Friday. Hope that I can pick one up for under $300.
