Basic printer ink question

I know nothing about printers and ink cartridges, so I have a very basic question. A guy told me that with replacement cartridges (by which I mean those cheaper priced ones) if you don't use them fairly regularly the ink can dry up at the nozzle and the cartridge is useless. Is this right?
 
If the cartridge dries up to where nothing shows up when you print then yes, its basically useless and probably the printer too depending. You should print at least a test page every couple weeks. If you print and its missing steaks of horizontal lines then it could just be as easy as running the cleaning utility to clear it up. If you only print in black and not color then I suggest you invest in a laser printer. Toner doesn't dry up and cost per page is usually a lot lower.
