Best basic movie editor?

If I want to take movie files and do things like...

Add text, crop, zoom, stop and start frames, etc.

I think there is a video editing tool built into Windows 10... Have not tried it.. So please try to find out... You will find it in your start menu..

Yes the Video Editor in Win 10 should be able to do what you're looking for. I've only toyed with it.
