Best free video rotating software?

Kdenlive is a video editing software that is opensource and is completely free. It has support for all three of the major OS's. I can't comment on the quality of using it via Windows or Mac as I use neither of those OS's. However, it works great in GNU/Linux, so I can back it as a viable editing software. It's likely your best bet, I would assume the Windows version would have such a basic feature even if it's in "Beta" stages.

If all else fails you might be able to use Windows Movie Maker.

I was able to do it with VLC.
