Best Freeware Defragger

The personal preference here is Diskkeeper when running WIN 98. With two 250gb drives XP's tools haven't let down yet. But I can point you at a few freeware sites with several disk utilities(all freeware) to give you some options. http://www.sofotex.com/download/PC_Utilities/Disk_Tools/more8.html
Power Defrag is a freeware found at http://www.canadiancontent.net/tech/download/Power_Defrag.html
The main page that came from also has several other disk utitlities at http://www.canadiancontent.net/tech/downloads/Harddrive-Tools.html

Buzzsaw is one freeware that runs in the background to prevent fragmentation. How well it works is being looked at only now. But you can try out the freeware at http://www.dirms.com/home/docs/downloads.asp

Disk keeper Lite is a shareware only.

I use Diskeeper Lite but another one would be the Windows Defrag or there is also many 30 day trials. Some of the 30 day trials are "O&O, and Diskeeper".

If you are not running XP but an older system with 98 or ME the full version of Diskkeeper 8.0 worked great when running 98 on one of the older cases here. Instead of going all day on a 250gb drive Diskkeeper defragged everything in just under 90 minutes. Now having two 250gb drives in the current case the Buzzsaw freeware looks like one to try to maintain the driver while running in the background rather then forgetting to run anything.
