best liquid cooling

There isn't best, try checking for a new cpu fan rather than liquid since it'll be a lot cheaper and the difference between water and air isn't that much

They both are out-performed by high-end air coolers (as they use poor parts), which are also cheaper.

That is completely untrue. Even budget liquid cooling can work wonders over air cooling.

If you want to buy one just for your processor, I would go with the Swiftech H20-120. Granted it's not the absolute best, but for the money (~$140), it's a great deal. Or if you want to cool the video card and chipset, the H20-220 for around $330 is a great kit.

However I must warn you that if your not experienced with computer hardware and liquid cooling, that it can become very difficult and inexperience could result in a poor performing or leaking system.
