can't really answer that question but it would be with a cpu of 3.0ghz or better (if that helps). Should I go with IBM or AMD (for the CPU)?
 
Well I wouldn't be able to advise you if you choose an IBM chip. The two biggest manufacturers are AMD and Intel, I wouldn't know what motherboards are suitable for IBM chips.

It's a crucial question because different types of CPU have a different configuration of pins, and it's the pins that fit into the motherboard. Hence certain mobo's go with certain cpu's hand-in-glove. The speed you mentioned makes no difference to the question asked.

I personally prefer AMD to Intel, although the debate of which is the better company has raged for eons. If AMD, then I'd probably recommend socket 939 for future compatibility (meaning 939 pins on the bottom of the cpu).

In order to give you more input I would need to know what type of graphics card you have/need (PCI, AGP or PCI-E). That's as crucial as the question of cpu's because motherboards typically don't have ports for all 3.

Are you planning on building a new pc or upgrading an existing one?

Uhh... you are actually considering IBM?

Good luck running Windows, unless you are running it in an emulator.
