Best render monster for 1600-2000$ CAD budget?

Mmmmm? I need suggestions please. I don't know where to start.

I mainly use:
- AfterEffects
- Cinema 4D

For sure I want:
10k raptor drive
quad or octo
4gb ram+

forgot to say, it was $2600 but you could probably get the main stuff and forget the extras for cheaper

Yep. A really good processor and lots of memory is the most important as the CPU is usually the one doing all the work when rendering. However a nice GPU that is great at OpenGL rendering, like the nVidia Quadro or AMD FireGL series, will be of great use when doing pre-render work, like setting up the scene and modeling.
