There's a Radeon 6870 on Newegg right now for $169.99 http://www.newegg.com/Product/Product.aspx?Item=N82E16814102948
If you want NVIDIA, there's a GTX 560 for $184.99, see http://www.newegg.com/Product/Product.aspx?Item=N82E16814125383 - I know it's a bit over your budget but if you spend any lower then you're going to have a GTX 550 Ti for like $130 and it won't perform nearly as well as the 6870 or the 560.
The Radeon 6870 is probably the better card to go for, see here http://www.hwcompare.com/11005/geforce-gtx-560-vs-radeon-hd-6870/ and of course it's cheaper so I'd probably recommend the 6870 over the 560. However, a GTX 560 Ti should beat the Radeon 6870.

560 and 6850/70s are pretty close, with the AMDs beating it a little bit. With the cheap price, that'd be the best choice.
