I would suggest freewebs.com. They offer both a free package and premium services; aswell as domain registering. You can use your registered domain on a free account also which is pretty cool. They offer fairly decent webspace and bandwith too.

I guess it would be better if I have it....I also wants a decent tran and storage and a relatively cheap service(under 5 per month) and a good up-time......so which service would you recommend?

Well i konw a place(that im using) that gives 3.75 a month, 20GIGS of bandwith and 250MB of storge, and lots of fetures and scripts and everything, then its 8$ a year for a domain, but it dosn;t have any web design software, you would have to get that on your own.
