Big computer problem

Hey so some of you my have seen my last computer problem right here > http://www.computerforum.com/195169-internet-driver-problem.html. The problem was with the old computer that the sound, usb, internet drivers were not working. So today I turned on my new computer that I got just 4 days ago and I got the same problem! However I was able to do a system restore to a previous day and fixed it but can anyone tell me why this is happening to my new computer also. Hopefully with some information I can fix my old one too. Thanks!
The error code is code 39 btw
 
Where do live? Bad power could cause these type of issues. Not properly shutting your system down could also cause this to happen.
 
Definately sounds like a mystery if 2 computers are doing the same thing. Have no clue.
 
Well on my old computer my mom would unplug it alot and yesterday my mom somehow turned off the computer without unplugging and the problem came up
