Big trouble hooking wired desktop up on mobile hotspot

Hello, I am new to the forum, and I have two Major problems. First let me say that we recently moved from the US to Mexico. The PC was obtained in the states. The internet connection at our condo was lousy, off more than on, so I bought a Telcel onetouch Y580Y mobile hotspot.
It has a USB cord to plug into my wireless router, which I just replaced here in Mexico, it's a Belkin AC1200 DB WiFi dual-band AC +gigabit router.
My PC is a HP Pavillion Elite HPE series 400z.

Problem one, the router will not "talk" to WiFi hot spot, which is USB connected to the hotspot device. Router stays red, doesn't go to blue light like it should. Ethernet is from wireless router to PC tower. Cannot connect to internet. Have gotten error 651 (windows 7) . Also cannot connect any of my wireless devices to internet. Supposedly if plugged into the wireless router and the hotspot is into router, all wireless can pick up the signal too? The wireless device is definitely putting out a Strong signal....but nothing will connect.
also got the IP address error message too?

So what am I missing here? Do I need to add a bridge? Go with a wireless card or USB on the PC in order to get the signal? They said this was good for the wired PC AND all the wireless items, which include an iPad, an android.

please help out an oldster that has struggled to learn about pc's after age 40....now I am 56 and trying hard to keep up with technology, but don't want to give up my Pavillion, spent a lot on it and have it customized for trading on the stock market.
Thanks for your time in helping me with this, I am going crazy, oh and I have done all the obvious things, like command prompt reset of IP address, troubleshooting they windows, etc etc.
 
Is this the hotspot you have? Onetouch y580 user manual

I believe the hotspot device you have allows for connections via wifi only. The USB cable is used for charging its internal battery, not for attaching to a router.

Have you tried eliminating the router entirely and connecting your wifi devices to the hotspot wifi? As far as your desktop, you can get either an internal wifi card or a USB wifi adapter that will allow you to connect to the hotspot.

Also, stop referring to yourself as an oldster at age 56, your still a young whipper snapper as far as I'm concerned. :-)

Your a genius! They gave me the wrong device. I was hooking it up like they said, but they had given me the wrong device, so of course it didn't work. And never having worked with a hotspot before, I didn't realize their mistake. You have cured my extreme frustration. I thought I knew what I was doing........live and learn. Thanks again
