Bios won't recognize hard drives

I just built a new computer and i wanted to keep my old 80 Gb ide hard drives from the old one. The new motherboard only has one ide port so i was forced to buy an pci ide expansion card to use my hard drives. because of cable length i cannot put my dvd drives on the expansion card so i'm forced to put my hard drives on it instead. but i cannot get the bios to recognize the hard drives. i'd like to install 32 bit xp to them and use 64 bit on my new sata drive. once in windows the ide drives are detected and fully functional. So how do i get my bios to recognize and boot from them so i can run a dual os?
