Black Screen When its booted

So my gf's family has a dell computer with windows vista on it. When she turns the computer on it boots up with a black screen and the only thing that you see is the white cursor, has anyone ever had this happen?? from what i searched its not too uncommon, im just confused on actually how to fix it. Any ideas??
 
Reseat the ram, video card, any pci cards. If that don't work, then disconnect the hard drive to see if you at least see the post screen.
 
You could try booting Vista using its last known good configuration.
Also, have you installed any new software or hardware recently?
