Blank Screen on boot-up...HELP PLEASE!!!

I have recently bought a new graphics card which requires a 450W power supply under heavy load and i have a 500W. The first time i installed the card the system booted up fine and the but when I restarted the system nothing came up and the graphics card fan was spinning at top speed instead of turning down as it should. I switched the PCI express port on the power supply and it booted up only once again My guess is that either the Power supply not strong enough or the board got damaged....tell me what you think.

System Specs:
AMD Athlon X2 4200+ @2.2GHz
(512*4) Samsung PC3200 DDR400
(2) Western Digital Raptor 75GB @10,000rpm RAID 0
ATI TV Wonder Elite
ATI Radeon X1900XT 256MB
Creative Sound Blast Live
Silicon Image RAID Controller
Thermaltake Total Watts Viewer 500W
 
1) Do you get any beeps?
2) What PSU do you have? (not just the watt)
3) Did you do anything to the computer after restarting it? (just as opening it up and stuff)

the mombo is a Asus a8n-sli so it does not beep, the power supply is a Thermaltake Total Watts Viewer 500W ATX 2.0 12v and i have not done anything else apart from installing the graphics card
