Bluetooth PAN not working

I am currently trying to connect two computers via Bluetooth Private Area Network.


Pairing of two computers and enabling local area network for PAN worked.

The problem is, the PAN is in a "unidentified network" and therefore a "public network". File sharing and etc can only be done under the setting I am using when it is either in private network.

However, unlike other networks I have used thus far, its settings cannot be chaged to a "private network" (the icon that allows you to click to change the network type (public, workplace, private) does not exist).

I have windows 8.1 home (64 bit) and a windows 7 (32 bit) computer.

How can I fix this problem?



If this is the wrong place to ask, could anyone introduce me a community that knows more about these type of problems?
 
I don't understand the private network thing. Reading from Microsoft seems like it's straight forward on creating a Bluetooth network. Try this. http://www.ehow.com/how_4855968_set-up-bluetooth-network.html

But it seems like Windows should have asked you once you installed the Bluetooth device whether you want a private network or not.

If you go into Network Adapters under Control Panel, select the Bluetooth device and in those properties you can chose files to share. In Network Connections there is a Advanced Sharing feature as well.

I did all this, but I cannot access the files, and the computer won't show any available files that can be shared despite both computers are enabled to allow it.
