Boot CD When Computer Not Running?

Would it be possible to boot a CD, such as a reformat CD, while my computer will not load to any loading screens at all. I'll turn the computer on nothing but a black screen will appear. After a few moments the computer begins to beep.

Would it be possible at all to even get on my computer for a few minutes as to save songs and how would I reformat my computer if I can't turn my computer on at all?

Any help would be appreciated.
 
you cant reformat if it wont run, it sounds like maybe you have bad memory...
the computer wont start and it will give a series of beeps, take one of your memory sticks out and then try it or if possible swap in a different one, if you cant get this computer to run.. you could put your hdd in another computer and set as slave to get the music off of it
 
sounds like you have a POST error, you need to fix that to be able to boot. Checking the memory is a good step, I would reseat all hardware in your rig first, then try powering it on.
