Boot cd

My wife computer ask for a reboot disk when start, what is this and how I can create one?
When I turn-on the system it sound like a blower then only appear the following message" Reboot and Select Boot device or Insert Boot Media in selected boot device and press a key"

The system is a desktop Compaq Presario Model S4000T, DVDRom and CD/RW
OS Windows XP Profesional

If you can get into the BIOS make sure you have Hard Drive selected as either the first or second boot device.
