It's largely dependant upon the motherboard and bios you have in your computer.

Boot the machine up and hit the Del key or whatever to access the BIOS, there should be a message on hte bottom of your screen telling you how to get into BIOS or Settings or somesuch.

GO to teh Advanced settings and see if there is an option that says something along the lines of "Boot from alternate devices" and make sure that is enabled.

Esc, and save and exit the BIOS settings.

You should be able to boot up off the USB drive.

As well as being able to boot from the CD, a bootable CD-ROM also has to be inserted into the CD-DRIVE.

As Dngrsone said, you can boot from a USB device but it depends on your Motherboard.
Please tell us what brand & model your motherboard is and we will be able to help you better.

Also, there are some versions of ubuntu that run directly from a CDROM... i got a CD from the cover of an Australian PC mag that had a bootable version of it on a CD that didn't require you to install anything.

P.S. Please dont multi post. i.e http://www.computerforum.com/showthread.php?t=29688

ya i didnt multi post. this was if i can boot from a usb cd rom. and the other one was if someone can help me fix my real cd rom drive. and whichever one works that is what i will go with.

Do you have the option of "Select Boot Menu" when you boot up? That may allow yo to manually tell the system what device to boot from what device (regardless of what you've already set)
