Booting from a CD

I have kind of a weird question here. I have a computer that will not boot from a CD (the boot order is correct) if their is an OS on the hard drive. If there is no OS on the hard drive, the CD will boot. It's almost like it reads the hard drive ahead of time, and if the hard drive is not bootable, will boot from the CD.

The only exception to this are CDs that have some sort of Windows on them (Windows XP setup disc, WinPE/BartPW).

Anyone else ever run across this?
 
Are you 100 percent positive the boot order is correct?

First boot device = cd/dvdrom
Second boot device = HDD/hard drive
Third boot device = usb device

disable all others.
 
Yes, I am. I quadruple checked it, since pretty much all I did yesterday at work was wrench on this machine.

It would not boot my trusty Ghost CDs, or any other bootable CD unless it was a WinPE disc.
