ok, i have a bootable dvd, and i know that it works fine on an internal dvd drive because i tried it on another computer with an internal dvd drive and it booted fine. well, my pc doesnt have an internal dvd drive, but i have an external usb dvd drive. i cannot boot from it. in the bios, i have tried setting it to boot from cd and removable devices and neither work. is there even a way to boot from an external dvd drive?

Some computers juat aren't capable of booting from USB drives. I never tried with my old Compaq, but I don't remember actually seeing USB devices in the bios/POST as I can with my current machine...

Only if an upgrade was actually made to do so. I mean sure it's capable, but that doesn't mean they'll actually make the change.
