Booting problem

I have had some problems with a build of mine from last year. I've recently disassembled it and got an RMA on my motherboard cause it began to give me bad POSTs, which eventually turned into the computer turning on for a split second and then off again. It got to the point where it would turn on and off, then just loop going on and off a series of times until I just turned off the power switch on the back of the PSU. Now I have my new motherboard, my old CPU, a new CPU fan, and my old PSU and it fails to boot. With everything disconnected from the computer except the following it simply turns on for a split second and then stops working:

Motherboard: Asus P5E3 Deluxe WiFi-AP
CPU: Intel Core 2 Duo E6580
CPU Fan: Masscool Ice Cold 7WA001
PSU: Ultra X3 ULT40064 1000-Watt Power Supply

I've even disconnected the power switch and jumped the pins with a screwdriver. I'm not sure what to do at this point. The lights and fans will turn on and the power light on the motherboard is green, but it will not POST and it will not stay on longer than a second. Sorry for sounding like such a noob, I just haven't come across this kind of problem before.
 
check for PowerSupply or your RAM. concentrate on that 2 area first. I also got that same problem before and it was the PSU.

I do not think it will be the PSU. Possibly the RAM, are you runing dual cahnnel? If you are, make sure you have everything set up. I had this problem too. Other then that, soz, but thats what happened to my bro. Brand new mobo, DOA.
 
Thanks for the replies guys. It can't be the RAM cause there's none plugged in. I've tested and taken down the parts to either the motherboard, the CPU or the power supply and tonight I'm gonna be testing that out with a voltage meter. Hopefully, that's the problem since I just got a replacement mobo from ASUS and I don't want to think it's the CPU.
