I have been having this problem since I built my new comp.

I turn my comp on. The bios screen appears and blah blah with some grey lines (like barcodes) going across it. It gets to loading windows and the screen has like some blue lines (Like barcodes) sideways going across it. My computer used to go back to the bios screen but now the screen just goes black and I have to turn it off (by pressing the power button a couple of sec.)

Then it starts good again. But this happens everytime I turn it on. What is wrong?
 
Besides the possible need to download the latest bios version the problem seems like a possible defect with the video card. It may only take a simple reseating of the card to see this corrected. But if you start hearing an audio alert like one long and two short beeps that points at the card. A last possible thought is a need to reseat the memory. But that would also result in audio alerts.

How would I reset the Video Card?

No, I cant try any other card. This is the only one I have.
 
99/100 times that is a bad video card. Are you running any over clocks or any third party firmware hacks on your video card? If so disable them, if not go pick up a really cheap card and see if thats the problem or borrow one from a friend.

No im not doing anything to my system besides running it.

I do have warranty on the VGA card, should I return it?
 
That would likely be the best move to avoid voiding the warranty or letting a dealer exchange period run out. To reseat not reset a card you would simply remove the card out of the slot and then evenly press down on it when reinserting to see that it is down flush in the slot. If the card is slightly lifted there that can cause problems. Those distortions seen at post do suggest the card has an intermittancy to fail at odd/even times.

Besides a lifted or defective card one other thought is a possible bad slot on the board itself. I happen to agree with the The_Other_One's suggestion to try another card to see if the board is at fault there. A cheap card or loaner? Since you don't have another card onhand do you know someone nearby that can loan you the same type of card to test the board?
 
If you don't see any working results by reseating the card and still have the time send it back for at least an equal exchange of the same model. When you get the replacement make sure to seat it down properly and look for any further problems fast. That's in case the board is the problem(not likely but can't be ruled out on a new build either).
