Bootmgr is missing! Please Help

I have a Compaq desktop that's running Vista. It belongs to a friend of mine when I got it, it would not boot to the desktop. So someone told me to take the harddrive out of the Compaq put it in a working computer to reformat it. There were 2 partions on the hard drive C drive and a recovery partion. I reformatted the C drive using the disk management feature and I did nothing to the recovery partion. So the C drive is now empty. When I try to boot from the cd/dvd drive to reninstall the operating system is won't let me it gives me the "Bootmgr is missing press alt+ctrl+del to restart. I don't know what else to do.
 
so what is the disc you have, because don't you say you have the recovery partition, thats not a cd/dvd, thats a partition on the main hard drive probably. have got to ask, if you have a disk in the cd/dvd drive is it official vista disk, because if not, and you just burned a download then you might need to do something elese to it before the bootmgr works. in my opinion it is time to upgrade to Windows 7, much less bloated and much better than vista, or XP for that matter.
 
if you are installing, or trying to install windows again, from a disc, when the computer starts up it will say somewhere press <button> to enter setup, or something similar. It is usually del. or an f key.

Press it and change boot device priority so that CD/DVD drive is above Hard drive (hard drive may also be called HDD) then try again.

It may prompt you to strike any key to boot from the CD
