BOOTMGR is missing

Hi I hope someone could be helpful regarding this issue. I have a computer that would no longer connect to the internet. I then initiated a system recovery. The recovery started but erred half way through the process which ending up causing me to receive the BOOTMGR is missing Press ctrl + alt+ delete to restart. I then tried to do a system repair through my windows 7 recovery cd. After the process started it also erred. I then watched a video on reinstalling windows. Through that process I ended up deleting all partitions that were on that computer. If I reinstall windows will that solve this computer problem? Any help would be great!
 
Wow. Very drastic measure just because of not connecting to internet. Just could have been malware or a driver issue. System restore would have been a better option instead of a system recovery. If you have the complete system recovery cd's then thats all you need to do. However, at this point I would run some tests on your installed memory and the hard drive to make sure they are both good. Ram issues will cause problems reinstalling.
