You can use the XP install disc to restore bootmgr, you said you replaced the hard drive, did you do a fresh install?
The drive may not be formatted properly, the same restore disc can fix the master boot record (just type fixmbr in the recovery console)

The old hard drive was toast.

I was trying to do a fresh install and memory upgrade hard drive replacement.

When it got past the Bio Screen it was saying BootMG missing. For some reason it was not starting the windows XP disk. So,,by chance I replaced the DVD drive and it all of a sudden it starting working. The DVD drive in it is good. Not sure why it would not boot from disk.
All is well.
