Broken computer after powersurge.

So a few weeks ago there was a power surge and my computer pooped out. When i start it up my desktop will load and freeze immediately. It is completely unresponsive and to shut it down i have to hold down the power button on the tower. The computer will however start up in safe mode. I think that the problem is the motherboard, could anyone give me advice or tips on what I can do to fix it?
 
I would first start by checking the hard drive for errors, which usually happens when there is a power surge. What brand of hard drive is it?
 
It is a seagate drive, i actually think i have 2 drives in my computer. It is a store bought HP Pavilion Elite. One drive just has recovery in it and it i can open files in the seagate.
 
I put in a blank cd and it says windows cannot read the disk, i have right clicked on the seatools and cant figure out how to burn it. Could i run it from Daemon tools?
BTW I am running Windows Vista, and am in safe mode atm
 
ok i have it burned (went into daemon and used Astroburn Lite) so now i am going to run it? I turn off the computer and simply boot it with the cd inside correct?
 
I'm not familiar with that program but hopefully it actually wrote the iso image to cd instead of just burning the file to cd as it won't work. Restart the pc with the cd in the drive and choose to boot to cd first. Then run the extended test.
 
You are waiting for it to finish to either say there were errors that were fixed or it will give you an error code.
 
So my computer now loads up, but it is very slow. It keeps telling me that symantec service framework stopped working. It wont let me open up firefox and google chrome has been trying to open for several minutes now
 
It gave me code 70E8DE51 and said that it failed the test and recommended repairing, i repaired and it ran a short test on itself. It passes that so i started up the computer.
 
Rerun the extended test to make sure its error free. If it is, then most likely windows has been corrupted due to the repair and needs to be reinstalled.
 
System restore won't accomplish anything. You will need to get the recovery disks from the pc maker or buy a new copy of windows 7.
 
Ok so i can open programs and files and games, but when the try to connect to the internet/server it fails. For some reason though it was able to install updates to LoL and SC2
 
Not sure what is going on with this system without looking at it myself. I mean with the power surge its possible you have hardware damage somehow.
