the clearing temp folders/cookies only resolve the situation where you can't get a certain page to load properly.

about the no browse:
do you know how to read the modem lights and tell whether or not it's working or if it has sync problems?

do you or someone in your network (wanted or unwanted) using p2p?

did you rule out it's not the connection but your computer but something else like the router or wireless devices?

did you network status indicate a no browse situation? - usually a network upgrade.

need more info. there are a lot of reasons why we can't browse

once your situation gets resolved you can check out this forum for line readings and any improvements you can do to get a stronger connection: http://www.dslreports.com/forums/58
