Budget build advice.

I'm selling my current rig because it is overkill for the use I have. My use is web surfing downloading, Microsoft office and streaming to xbox 360, backups.

I don't need keyboard, mouse, monitor or OS just yet. I have three 2tb SATA II drives I want to use in the new rig.

budget is cheap I haven't stayed current with hardware but I was considering:

Specs

everything should be cool and quiet this rig will run 24/7

mobo: Support for 6 SATA II or III HDD
multiple SATA ports
support for 8gb of RAM
analog and digital audio support.
On/of charge support
bluetooth
SATA ports mounted on the side for better cable management.
DVI VGA HDMI ports
support for JBOD or some sort of raid for backups

CPU: intel or AMD dual-core
low voltage
using a modern socket

Case has to be rather small I have an antec 300 I'm looking for something this size but with better cable management.
Antec 300 dimensions 18.0" (H) x 8.1" (W) x 18.3" (D)
458 mm (H) x 205 mm (W) x 465 mm (D)

Case: Small form factor mid tower
cable management
bottom mounted PSU
USB ports on the front of the case
I want to have the most drive bays available for HDD's
All black but worst case I can paint the inside black.
Accesible HDD bays I want the 3.5" bays to be easy to use as I will often be adding drives.
the more tool less the case the better.
it would be great if HDD's were hot swappable

PSU: Modular PSU
plenty of SATA connectors
Cables coming out of PSU should be closest to the back of the case.

RAM Compatible with mobo
