Im sorry but these are just abit over budget im looking for around 700 inc hdd. But would these ram sticks be perfect for the board?

No. The RAM selected is DDR2 800 and the board takes DDR2 1066.

Also, is the case you are working with and OEM case or an aftermarket?
OEM would be like an HP, or Compaq, or Dell, or Gateway case.

The reason I ask is that alot of OEM cases don't have a removable
I/O panel. (the panel that mounts to the back of the case where
all the motherboard connections go through)

Something to consider.

Nope he will be using my Thermaltake Armour MX+ case, so the board will not support 800? is it possible to down clock it so its possible to use 800? or buying 1066 be a better option?

Yes, it should be alright.
Is my list over budget?? I calculate it based on yours. your Mobo + PSU = $220.
Where my pick of Mobo (free shipping) + PSU (free shipping) + GPU = $247, MIR $65 = $182...

The board support DDR2 1066, which means DDR2 ram below 1066 speed could be use!!!
