budget computer build

hey guys, im planing on building a computer for a friend. his budget is from 300 to 500 dollars. all he wants to do on it is browse the web and listening to music. it also has to include an os since he doesnt have one. he also has a monitor, keyboard, and mouse.

any suggestions on parts would greatly appreciated.
 
I dont know about your country but do you have the Acer Aspire Revo R3600 its very cheap and can get you on the internet and you can even watch high def movies but it does not include a optical drive such as a dvd-rom but you can get external they are small / very quiet and great for basics.. If not then the above is great!
