budget system

would these be able to run the newer games like doom 3 and half life 2? by run i mean not super jerky but a bit of lag is ok, my friend wants a budget system and he wants me to put this together for him, he also wants this video card would this system be ok?

The mobo should be fine. I'm not so sure about that video card... It should work, but not wonderfully...

FYI, I could run Doom 3 at about 15-20 FPS on my Athlon 1.4GHz and Radeon 8500. HL2 ran nearly perfect...
