Build a gaming PC or buy one and upgrade?

I am looking to build a PC, but would it be cheaper and more efficient to just buy a cheap, $300-500 PC and just upgrade the parts? If I buy a PC with an LGA1150 Motherboard, I could just upgrade the GPU, CPU, RAM and power supply if needed, depending on the original build, right?
 
Building it is cheaper and you can get the best parts for the money without paying for parts you don't want or need. If you already have an operating system, it will be that much cheaper.
