I want to build my first pc, and I want it to be a quad-core because of the apps I run, but I want that power to play games.

Heres what I was thinking:

AMD Athlon II X4 630.
Radeon HD 5770
4GB DDR3.
 
Sounds about right. Performance-wise, a 630 is a good match for a 5770. I'd go for a 635 though...you can get them with the newer c3 stepping. Same price.
 
What is your budget...i know you said "cheapest" but you would be looking at a crappy motherboard,lowest end ram etc.

give us a budget to work with!

HD is a subjective term, in a sense almost all computer monitors are HD if you use 720p as a definition for HD, 1920x1080 is another commonly used term for HD.

As far as 1920x1080 displays go, this is about as cheap as you can go:

Although i'd opt for this one, more respectable manufacturer, and LED backlight which produces a truer white, and lower power consumption:

Okay, Okay.
But what about the components?
I like the specs, but what about future proofing?
A radeon card would be nice because of DX11 (not sure what Nvidia cards are DX11), because I want to use two monitors once i get the money.
I suppose the brand really depends on what I'm going to be doing. I plan on doing some video rendering, and after effects work. Mostly Playing SOME games. Playing new games on relatively high settings would be nice.

GTX 4xx are DX11, the GTX 460 1GB is currently the best card for the money. The GTX 4XX cards are also more powerful than the radeon cards when tessellation is enabled.

You know, I'm still not sure. I'll probably start looking around more when I have enough money to build. Its kind of hard to make money being 14 >.>
