Building a new computer

Hello all.
I want to buy a new computer. My needs are basic but I don't want it to be too basic so it will limit me someday in the future.
My budget is around 560$ and this is my idea:
Intel i5 4590.
Gigabyte GA- H97-D3H
1x 4 giga corsair vengeance 1600mhz
A) If the price difference between the i5 4690 to 4590 is 30$ or less. Should I take the 4690?
B) how is the motherboard? Does it has some flaws?
C) will I see a huge difference between 4 gb memory to 8gb ( windows 7)?
D) to graphic card or not? This is the question? If an on board one use the system memory, isn't it wiser to add memory instead of buying a graphic card? If I'm not a gamer is there any need? ( but I do like to edit videos)
E) power supply : as long it has active pfc? Does 350 do the trick or 450?
F) last: case. It must be a really quiet computer. Does the case play a major role? What does play a role? Number of 12mm fans? Processor? Hard drive?

If you edit videos using software that takes advantage of OpenGL or CUDA (most of them do), then you will want a graphics card. BUT something low-to-mid range will do. I don't think you'd need any more than about $100 on a video card if you did get one. What software do you use?

Get 8GB of RAM if you can afford it. Might as well.

I would save your $30 and just get the cheaper CPU unless you want the highest clockspeed possible. I don't think you'll really notice a difference between the two CPUs especially if your video editing is being accelerated by a graphics card.

Power supply: get the Corsair CX430 or CX430M.

The more fans you have the noisier the PC will be. Something like a Corsair 200R would be fine for the case.

The board is fine but obviously being H97 it is relatively low-end but for a budget-build it's ideal.
 
Is $560 include os?
How is ur hardware price compare to usa?

For $560, u may consider fx8320 + amd 970 mobo, 2x4gb ram, 1 tb hdd, gtx750, corsair cx 430m, corsair 200r
 
Go NVIDIA for Premiere Pro so you get the CUDA support. I made the mistake of getting a Radeon and using CS5.5 - no GPU acceleration = slooowwww.

I know that the versions of Premiere Pro after CS6 (CC and CC 2014) support OpenGL (so a Radeon will work) but I would still recommended NVIDIA.

Power suiply:
putting the Number of watt as aside, how is the one that you recommended differ from corsair 350w vs350? Both of them are active.
Graphic card:
I bought a radeon a few years ago and I have a good experience. On the other hand, at the same time I had AMD and I had bad experience; as one who like to open tons of apps and windows. I find it that it had a hard time with multitasking so I won't buy it again.
IOS:
The price doesn't include iOS I find it at half price at eBay. I don't know to compare the prices to the USA but my guess is that in USA it's cheaper. When I wrote I'm willing to pay around 180 it was in shekels and one shuld divide it by around 3.5 to get the amount in dollars

I thought I knew what I want when I saw that they offer an i7 at the same price that I wanted to buy the i5

I notice that they "push" the Asus h81 in most of their built in computers. I assume because it is cheap and also I assume that it is worse than the gigabyte that I wanted to buy
Is it true?
What should I do with the i7? Is it a good value? Us it a good offer or should I stick with the one I suggested from the first place ?
