Building a PC for little brother?

Ok I have built a few computers for myself, but now my little brother got a pretty fair amount of money for his 14th b-day and he asked me to build him a gaming system. He is looking for a price range somewhere in the neighborhood of $600-$900, because he got $1200 and doesnt want to spend it all. I can pick a system out no problem, but I would just like to know what you guys would do. So with the price price range given what parts would you guys get? Oh the games he plays is Need For Speed, WOW, CS, and a few others, but those are the main ones

anyways I would definitely get the 7600GT, a gig of ram (maybe 2 gigs), Athlon 64 (you could go dual core)
 
Does he need a monitor, speakers, mouse, or a keyboard?

I would go for a Core 2 Duo no matter what. Even if he doesnt have enough money, he should put some extra in that he has and go for it. It is definitley worth it.
