ahah touché. What I meant was that a nice case designed for quiet operations will have some sort of sound absorbent material installed. For example, Acousticases have preinstalled sound absorbent foam inside, and the P180 has a 3 layer panel design to dampen sound. Cheap cases on the other hand just use thin steel that for one doesn't dampen sound, and two, will sometimes amplify the sound.

Pretty simple :D

Actually most water cooling is pretty loud, as you need fans with high static pressure (usually louder fans) to force air through the radiators. Then there's also the pump and such.
