Building my brother a computer. What parts should I get him?

The problem with the 600W is that I want to be able to upgrade the PC in the future. Like OCing the CPU or adding another GTX 760 in there and I don't think a 600W will cut it.

For a second GTX 760 I would recommend 650-700W at least. It could probably be done on a 600W, but you want headroom. The ideal load level of your PSU is around 70-80% for max efficiency/life time.
You don't need to worry about overclocking, it doesn't add much.

Faster in both read and write speeds. Mtbf on the samsung is longer. If I were to get another SSD it would be the samsung.

Just put in your postal code and it will tell you, it differs based on where you live.

So do I go to the checkout or somewhere else? I put in all my info on Newegg in checkout now I have to click review order. Will that automatically purchase it or show me what I have to pay before I purchase it?

After you review the order there should be a continue button or something and that will take you to where you enter how you want to pay for it. The process is simple.

Some of the parts say -45 instant or -5 instant on the side for their price. What does that mean? Does that mean theirs a sale or does that mean if I use a specific shipping method?

That means that item is on sale, and that's the amount it's lowered. This is what we are referring to:

Ah I just got that. All in all the price of it is 1576.64. My brother says he doesn't want to go over 1300. Is there any way that I can cut corner?
