What is that kind of quote? If you had the choice between better Graphics Card and Memory, how could you choose the memory. Unless you're doing movie production and such, as the title suggests that you won't be doing, it will never be a question whether to get Memory or Graphics. Go for the 7800, dude!

all I know is that I want it to be Mini-ATX formfactor, has to have at least 1 PCIe (x16) slot, 2 regular PCI slots, support at least 2GB RAM, and be Socket 939.
Well this is pretty much all you have to deal with

I'm not sure if I want this, but I do want a dual layer DVD burner; preferrably one that you don't have to press a button to open, you just slide it in (sorry I don't know what it's called).
The slide-drives arent very common anymore (especially with anything halfdecent or new)

I want it to be at LEAST at 6800 of some sort. I was looking at the 7800s but I think they're too expensive. Something good under 300 dollars hopefully.
Well 6800GT fits that bill.

RAID0 and Raptors are both overrated and you're gonna be paying an arm and a leg for that

when im playing it i have only around 100mb of free memory.
Which means you have more than enough memory.
