Can a AGP 8x display antiscopic 16?

OK, I don't know if I'm spelling this right, but I have and AGP 8x and when antiscopic 16 is an option, I eminently think "PCI-E 16x." Does anyone see my point? This option was for texture filtering I think.

Anisotropic filtering has nothing to do with the interface. AF 16X refers to 16 passes of AF filtering. You can run it, but you'll probably get crappy performance with that card none the less.

And by the way, you cant swap AGP 8X and PCIe 16X like that. They're completely different interfaces.

Often you will see those disabled by default in games since that can cause visual problems depending on how good a card supports it. You can try it with lower settings at first. But if you start seeing problems turn it off. Basically it is a method to improve image and texture quality while it can also see performance lags. With it enabled you have to adjust to the highest point that sees the best results.
