Can a functioning program be the desktop background?

Hey folks,

I have done some searching and cannot find a method to do this yet. Does anyone here know how/if I can make the desktop background in XP a functioning program, as opposed to a picture or an animation?

I dont think that is what he wants... he wants his background to be like a software program like Ms word or something.
