Can an ISP chose how to route its traffic internationally?

I use an ISP today that is sending data traffic from Thailand to Sweden.

Will my ISP (or any other ISP in Thailand) be able to choose how my data traffic will be sent internationally to this specific server in Sweden that I need to connect to?

There is an international submarine cable called “sea we me 4” that is connecting South Asia to other parts of the world. According to my ISP this cable is damaged and I will have a problem with my internet connection until this cable is fixed.
I have worthless ping times and need to change this right away.
What do you think?
 
They aren't going to route traffic on a damaged cable unless they have to. What's likely happening is, traffic is being routed away from the damaged line and onto a congested one. They don't just run those cables for fun, they are expensive.
