that should do just fine. just make sure that the the new fans that you buy have the 3 pin connector. Some will only have the molex connector.
yeah is alot cheaper, but you know it wont let you control the fan spin speed
You won't control it, your motherboard will. The fans will spin down but the rpms will be determined by your computer. If you want full control you need to get a fan controller like the one that jamesd1981 posted.
if you browse around you will probably find a cheaper alternative to the one i posted, it is a top end one, have a look on maplin, dabs, aria, scan

yeah hey looks good nice and basic and just does what you want it to do, but unless you know what your doing dont mess with cpu fan making it run to slow could cause it to overheat, your case fans are where most of the noise comes from, adjust them as you like slower when your just browsing, faster when your doing video work etc.
