Can i provide my own internet access?

What is the minimum setup needed to connect to the WWW for a single user,
and how many middlepeople can be cut out of the process?
For example, I know I need an IP address to create a connection.
Who gives the ISPs IP addresses, and could I get one from there myself?
If so, where do they get theirs from?
Same line of questioning with bandwidth, etc..
I guess my question could also be asked, who is the first person getting paid?
Who 'owns' the internet, and how close can a user get to that step of the process?
I am not interested in saving money, getting higher speeds, or making my life easier.
Just curious how little it could take to even send and receive a single packet.

ISP's get there service from other companies, but they have huge lines that are fed to them, with lots and lots of bandwidth for them to serve their customers. It's a form of OC, but it depends on the ISP as to the speed.

Basically it would be so expensive that it would not be worth it.

So, assuming I had limitless funds and a "point",

So, who sells ISPs?
And what are they selling me? And who sells it to them?
If it makes you feel better, think of my question as purely hypothetical.
How much of the hardware and software could be under my control?
It's ok to say you don't know.

I had already googled this a bit, but everything I was seeing had to do with being able to provide access to others as a business, basically configuring routers and servers, and paying for upstream connectivity, as opposed to just one user connecting without as great a demand on internet infrastructure.
